Columbia River salmon plan still in question

U.S. District James Redden said Wednesday in Portland that the administration has until Feb. 19 to amend the plan. Redden has twice before rejected federal plans for accommodating Columbia Basin salmon, but he has given the government multiple opportunities to amend the one currently before his court.
