Adams shelves plastic bag ban in favor of statewide effort

Portland Mayor Sam Adams has shelved his proposal to ban single-use plastic bags in the city. Instead, the mayor has signed an agreement to work with Oregon lawmakers to support a statewide ban.
The mayor signed the agreement on Thursday after meeting with several lawmakers, including state Sen. Mark Hass, a Beaverton Democrat.
Adams will ask Portland City Council to pass a resolution encouraging the Legislature to pass a ban during the upcoming 2011 legislative session.
If the Legislature doesn’t pass a ban as well as a 5-cent charge on recycled paper bags, Adams will once again ask city commissioners to approve a ban.
Hass and other legislators worried that Adams' proposal to ban the bags in Portland would backfire on the statewide effort and upend the coalition of business interests that support it, including grocery operators and a Beaverton bag manufacturer.
