Insiders: Big players are tying up solar incentives (Phoenix)
Several small solar installers are being locked out of incentive programs as larger companies reserve big chunks of incentives for projects that may never be built, industry players claim.
Insiders are saying a number of “phantom projects” — facilities that cannot be built for myriad reasons — are clogging the incentive pipelines at state utilities.
Arizona Public Service Co. and Salt River Project are keeping an eye on incentive applications to see whether projects actually are being built. Industry players are watching, too, and many are calling for more transparency.
