Calif. Governor plans to expedite solar approval

Gov. Jerry Brown on Wednesday revealed a regulatory plan to streamline the California Environmental Quality Act to “simplify and expedite” the approval process for solar and infill projects.

The regulatory changes follow a bill he signed last October which exempts solar projects from CEQA if they are located on existing rooftops or parking lot.

The bill also allows infill projects that provide environmental benefits and meet a set of statewide performance standards to be eligible for a streamlined approval process.

The new rules follow others Brown released this month that allow large projects that have been challenged in court to get resolution at an accelerated pace.

Under those proposed regulations, certain large projects will move directly to the Court of Appeal and will receive a decision in a short time. The law also offers immediate help to projects that provide California with the most economic and environmental benefit.
